As Phantom stared silently from the shadowy confines of a nearby ally at the heroic efforts of Megalopolis’s bravest and finest, he decided that it might be best if he left the area. A fire-fight in the middle of the street with the police and a gun toting cowboy might end poorly for the community’s residents.
Making careful use of the urban terrain and the inky cover of night that lay heavy over the crime infested city, the alabaster avenger of Megalopolis returned to his hidden armory . . . for now
Several news reports were made about the fire, detailing the number of deaths and in critical condition. All had interviews with the John that the Phantom had released. His quote, “this city is under my protection now. Let the gangs know that what happened here tonight is only the beginning . . . that this city is theirs no more,” was used on the talk show circuits as well. The reporters were split on whether this was a new vigilante in town. A vigilante cut from the same clothed as Vendetta. Other speculated that this was another gang which had placed a hit on the Son of James. They pointed to the street fight between the Nicotines and some Asian gang and the remaining Son of James members had joined with Od.
Both sides demanded that the violence be ended. It was the failed economies of the Foundry and Winthrope Station that was the cause of the problem. Those cities needed jobs like StarCorp was bringing not bullets.
The next night he hit the streets shaking down a few of the local dirt-bags. He was looking for info on the man in the pick-up truck. He was out to maximize the use of terror for the benefits that the fear would cause.
During the night he learned:
· Cowboy’s name is Roy “Trickshot” Alexander
· He was the Son of James’ Meta – Warlord
· A Meta – Warlord is a low level Meta. Minor powers or skills beyond those of normal men
· Trickshot Alexander was a carny sideshow performer specializing in bouncing bullets to hit hidden targets
· He was the lover of Annie Pokley, who had died in the fire
· He did not join Od’s gangs with the other former Son of James gang members, he went on his own
· The officer in the patrol car was Sergeant Carl Perkins
· He is moody and hot headed, sorta’ old school cop mentality
· Carl is not the sort of individual that you want to run into on a bad day.
· Carl has been in hot water a few times for excessive force.
· The Detective with the Monarch’s jacket is named Trevor Hill
· Just like the players for his beloved MU, he is known to take illegal payments
· He frequents The Champions Sports Bar
· He is one of the Buzzard’s boys
The Phantom was getting frustrated. He wasn’t able to get any more information on Detective Trevor Hill. It was as if these scum feared the Buzzard more than they feared him. That would have to be changed.
He was on the roof top of a building in Center City. He was waiting for Rico “Puerto Rico” Billings to wake up. The terror he had inflicted had caused “Puerto Rico” to pass out instead of spill everything he knew.
As Phantom waited he spotted a garbage truck speeding down the street. It was headed toward 3 Megalopolis PD patrol cars that were following each other single file.
WHAM! The garbage truck hit the last patrol car. A motorcycle violently swerve to the left and then to the right barely missing the garbage truck. The bike darted into an alleyway disappearing from sight.
SKKRRECCH! BAM! A car slammed into the garbage truck.
WHAM! The first patrol car is hit by an ice cream truck.
VROOM! The middle patrol car swerved around the first patrol car’s wreck. It sped away into the night.
Phantom was positioned on the rooftop where he can see both accidents but hide himself from view. He reached for his binoculars. This might at least provide a little entertainment while he waited for “sleeping beauty” to awake.
GM Note:
Phantom has entered the Crusher Crimewave storyline. He will be able to quickly tell in the next issue that the driver of the garbage truck is a Supervillain (Meta). He appears to be strong and the trash around him is moving on its own. He will not be able to tell if the driver of the Ice Cream truck is a Meta he will see the driver remove a syringe from his coin dispenser (a fake one) and inject it into the neck of one of the policeman. Phantom will spot that there are two 45s hidden behind his back with concealment holsters. The other policeman in the same car is Sergeant Carl Perkins.
If Phantom decides to fight, I will need to know what weapons he will have, because of his Weapons Cache power you can equip as you see fit.
If Phantom decides to leave instead that is fine but be aware this is one of the few opportunities for all the Street Patrol characters to meet each other.
I am making a rule change. I have been looking at what takes the most time for putting these together. What takes the longest is figuring out what the second action for PCs would be that make sense after everyone’s first set of actions as well as how to split up their movement. Most of the time I have been allowing full movement on both actions especially for powers which use movement as their cost.
The remove this problem, I am not shortening the turn to 10 seconds, so everyone gets one action per turn. This will make playing out the turns easier for figuring the action and how to use the movement correctly. I am introducing a new House rule to compensate for the change.
Dual Attacks: Any character with Agility of 15 or higher can attack twice in one action without it counting as a multiple attack. A Dual Attack has a cost of PR=2. This is represented as punches with both hands, firing power blasts from two sources (hands, eyes, etc) or firing at a more accelerated pace than usual (two arrows from a single bow). Movement cannot be used in-between Dual Attacks so the intended targets have to be in range when the Dual Attack is made. A player will have to state in his turn that he is making a Dual Attack otherwise a Single Attack will be assumed.

Phantom is going to return home ( a.k.a. his secret lair ) – he’s done enough damage tonight and there are far too many innocents around to start-up a full blown fire fight right in the middle of the street. He also wants to get home to see what the TV news is; or is not, reporting about the incident.
In the days to come he would like to ( if possible ) hit the streets and try to shake down a few of the local dirt-bags ( using his Streetwise Skill ) and see if he can get some info out of them about the man in the pick-up truck. He’ll of course try to do this in a Batman / Dark Knight type fashion to maximize the terror / fear it might cause ( Presence [ Fear Factor ] Skill ).

I imagine Phantom will get some negative press for the shootings and the building fire, but that just works well with the character and I’m not worried about that. I’ll actually be a little shocked if he doesn’t get the negative press lol
If the news does cover the nights events, Phantom is definitely going to pay close attention to names and details – he still has a few questions floating around inside of his head that he would love to get answered.
Megalopolis Monarchs? Is that a baseball, football, softball, etc . . . team? Is it a professional or local / amateur team?
