Street Patrol: Nightshift - Starting Over - Issue 1


Location: The Foundry

The Phantom returned to the city. He hadn’t expected it to change much in his time away. In most ways it hadn’t changed but in one way it seriously had. The Nightshift had been bought out. When both Mafisto Crime Syndicate and the Organizer made inroads it came down to a turf war. Face with the choice of buying illegal weapons from Intercrime or getting on the payroll the Nightshift rather make money than lose it. So corrupt cops did what corrupt cops always did, sold to the highest bidder.

The Buzzard came onto the Organizer’s payroll.

Trickshot was still searching for the Albaster Avenger that had taken down the Son of James. Word on the street he was working at a nearby Circus.

There was a new gang near where the Phantom kept his arsenal. They were called the Grinders. All the Phantom has seen of them were a bunch of kids, mostly runaways and street orphans.



Location: Champions Sports Bar.

Champions Sports Bar was one of the bedrocks of the Foundry. While the community around changed it was there unchanged. Even if the clientele change the bar didn’t. Two things could be counted on.

1)     It would have the biggest NFL draft night party in all of Megalopolis
2)     Father Lonnigan would be in his usual spot enjoying a cold one and cheering for his team’s selection

Those were the constants the changes were more wide spread. The presence on Megalopolis’ finest was no longer evident. No needed to ask why. The plywood over the front window reminded everyone the night the Alabaster Avenger had kidnapped Detective Hill.  The reporter Sam Jones had disappeared as well.

The new patrons had more of a criminal element to them. Some were gang members and others were in the employ of the Mafisto Crime Syndicate.

At one table Scott Beckford, President of Mergent Systems, and his employee Max Matthews were having a drink. They toasted bringing High Tech back to the Foundry. It was a small start up but it was something. They toasted to the success of their plan to save Mergent Systems.

At the far end of the bar, Libby of the Caveat Allure modeling agency was enjoying a drink with her “date”.

At the back of the barroom, two thugs drank to get their courage. Their ride would be here soon and they needed to have their nerves quieted.

They quietly talked to themselves because a stranger had entered the bar. The man wore a tweed coat and a fedora. He smiled and tried to make friends. This was a strange man indeed.

The man finally sat down with Father Lonnigan to talk and share a drink.

While the others watched him over the edge of their drinks and whispered to each other their words could still be heard by another, a man in white, a Phantom.

He wasn’t in the Champions but across the street on the rooftop. He had a listening device pointed at an unbroken window.

“Who is that man? Why is he here?”

“I don’t know but I think he used to be an accountant for the Boss.”

“I heard his sister had tried to have him committed but he escaped.”

“Do you think that Mr. Winthrope would want us to bring him in?”

“Maybe, but I know his niece has been looking for him.”

“Does anyone remember what his name is?

The man of the rooftop focused his binoculars on where the rest of the room was looking and said.

“Elwood”.

I thought about writing an issue up but as I started I realized I hadn't discuss with you want you want out of this game.

I know Kev has enjoyed playing the unredeemable anti-hero with Phantom. His source material is Punisher War Zone. While I still haven't been able to watch it, it have been trying to get that tone. Is that still what you are wanting to play Kev?

Kev, I know we talked about having a Priest to challenge (not soften or change) Phantom but we never really got that off the ground. It something you still want to do as well.

Mike I had thought a lot about the original back ground of Elwood being an accountant for a crime family then left everything when he meet Harvey. Are those connections something you would like to explore?

Do you have any ideas on what Harvey is up to? Part of a Pooka is being a prankster. It is always more fun to punk mean or cruel people. Could that be something that attracts Harvey. Or is something along the lines of turning serious people to pleasant, like Elwood and Chumly?


I have an idea of how to start it off but I wanted to see if I am close to the mark of not. Elwood is lead by Harvey to the Bar in the Foundry where the Phantom was last seen before the crossover event. Elwood enjoys drinking and getting know everyone there.

Phantom has come back too. The trial has gone cold on the Nightshift, Nicotines, and Trickshot. He needs help. He needs someone that can follow the money. Some to work the Day Shift while he works the Night Shift.

Please let me know if this sounds something that would be fun to play. If you don't like please let me know what is the style you would like and we can work it out together.

Hey Tom, my apologies for not getting back to you sooner on this - This storyline works great for me. I totally love the concept, the change in the story due to Phantom's unexpected departure from the Foundry, and the way you want to work Elwood in - totally playable. As for the priest - I never saw it as something that needed to be a HUGE part of Phantom's story, but I thought it would be a good addition - something to keep Phantom grounded to his humanity. Some other NPC's that I thought would work as well might be a old veteran beat-cop, a young rookie cop ( who might agree with some of Phantom's approaches to street crime, but who's 'sense of duty' keeps him from openly excepting it ), maybe a young street-wise street-urchin that reminds him of his daughters, etc. As someone who has spent a ton of time on the streets and in some really bad neighborhoods, I can tell you this - despite all the tons of bad people out there - there are a few good ones. It’s the few good ones that I think might be good to have floating around Phantom from time to time - interaction with them might be the only thing that keeps him from crossing over that thin grey line between vigilante and die-hard criminal. I was even thinking that the Ebony Angel might be a good NPC to bring back every now and again - maybe even in a quasi-romantic sense - sought of like the relationship between Batman and Catwoman.

Regardless of the side story stuff - I definitely want to get Phantom back onto the trail of his 'old friends' and his new 'cowboy buddy' ( I can't wait to mix it up with that guy lol ).

Also, I've been working on a list of weapons Phantom has used in the past ( and might use in the future ) along with a map of his hidden lair / weapon cache in case you wanted to incorporate that into the storyline as well ( I'll get this stuff to you as soon as I can ). Is there anything else you can think of, that you might need from me to help with the story?

Phantom: On a Nearby and Seclude Rooftop - Issue 20

Location: Foundry near dawn

On a nearby and secluded rooftop Phantom shared with Ebony Angel what he knew about the Son of James gang, ‘Trickshot’ Alexander, Detective Hill and how Rico had fingered Hill as one of the Buzzard’s Moonlighters. In the true spirit of sharing information, she in return explained that the Buzzard was a dirty cop; but unfortunately she did not know which one, and that all of the Buzzard’s ‘Moonlighters’ were in fact dirty cops. She explained how she was attempting to gather evidence against the Buzzard for the murder of Brian Knight. Knight had witnessed the Buzzard performing a drug deal and was going to testify against him but didn’t live long enough to do so. The Buzzard runs half the drug scene in Megalopolis and uses his dirty cops to protect his markets. She recommended that Phantom check out The Champions Sports Bar. The bar is run on ‘the up and up’ and is a favorite hangout for the Monarch Boosters and is very ‘police friendly’. It would be a good place to pick up Detective Hill’s trail; and if he was interested in having a little back-up, she would meet him there in her civvies and wear a pair of halo earrings so that he would know who she was - If not, then good luck.

Phantom just stared blankly at Ebony Angel for a moment as he thought about her suggestion. He looked right through her as if he was weighing the measure of his soul against hers; the silence was deafening. He then looked away and stared down at the busy urban roadways below and said in a dark tone,” The cops will be all over that place once the fireworks start . . .” He then paused and dipped his head for a second as if he had just remembered something painful before he continued,”. . . I never took the time to think about where I was headed . . . never thought about the consequences that might come from the choices that I made.” His head then popped back up and his eyes seemed to scan the horizon of the night sky as if he were looking for something that was supposed to be there but wasn’t; Ebony Angel could almost feel the regret in his words as he continued, “I'll never forget that night . . . I can almost hear the screams of my wife and kids as the drugged out street trash swept through my house looking for stuff to steal. Why wasn’t I there . . . I should have been there . . . I could’ve stopped them . . . I could’ve protected them . . .”

Before Ebony Angel even had a chance to think of something comforting to say, she was interrupted by Phantom’s shadowy voice, “I’ve spent my entire life defending the world from the evil that lurks deep within men’s souls. I’ve done more killing then I care to remember . . . women . . . children . . . Hell I’ve killed just about everything that’s ever walked or crawled at one time or another, and I’m gonna do a lot more kill’n before my time in this world comes to an end.” His eyes then closed tightly as he paused for a moment as if to collect his thoughts; Ebony Angel realized she was hearing a confession and just stood there quietly and watched the ‘Alabaster Avatar of Death’ as he painfully sifted through some long forgotten memories. “It’s a hell of a thing kill’n a man . . . you take away all he’s got . . . and all he’s ever gonna have” he said in a sinister tone. His head then turned and his eyes fell squarely onto Ebony Angel’s face, “I’ve traveled too far down this road to ever turn back, but you . . . you . . . you still have a chance . . . you don’t have to end up like me . . . go home Angel . . . forget about all of this . . .” The ‘Ivory Emissary of Vengeance’ then stepped towards the edge of the rooftop and whispered loudly,”. . . this fight is mine.” Without warning Phantom then dropped from the side of the building; Ebony Angel gasped as she rushed to the roof’s edge to see if he was alright. Peering over the side she was sure that she would see the armor-clad vigilante lying dead in the alley below, but to her surprise see saw nothing – the Phantom had disappeared. With his ominous words still ringing soundly in her ears, Ebony Angel slowly turned and disappeared quietly into the comforting embrace of the night.

Phantom returned to his secret base to rest and change out his weapon selection. He needed something more appropriate to what he had in mind.

Phantom went to The Champions Sports Bar the next night and found a nice perch across the street from it on some dark and shadowy rooftop and waited for Detective Hill.

Champions Sorts Bar had a lot of business tonight. The owner Lawrence “Kaz” Kazpriviczs was serving drinks behind the bar. Waitress Wendy Brooks served the food with the drinks to the customers at the tables. When she brought a beer and burger to Father William Lonnigan he asked how her mother was doing. Wendy said she was okay. The new medicine appeared to be helping.

Father Lonnigan introduced the other man that was sitting with him. His name is Sam Jones. He was a reporter doing research on the ‘White Widow maker’ that had suddenly appeared in the Foundry. Sam said he was glad to meet Wendy. He wanted to know if she had seen this man. He showed her a police sketch of the vigilante that had attacked the Sons of James gang. Wendy looked at it for a moment. She asked if he dressed in all white.

The investigative reporter indicated that witnesses he had interviewed had said he was. Wendy said she thinks she may have seen him recently on a rooftop. He was hassling someone for information. She heard him claiming that it was his town now.

Wendy asked if Sam thought he was a new banger attempting to take over like Clayton Cooper had been reporting. Sam said he thought this killer was more of a vigilante than villain. He had arranged to meet with Detective Hill to find out if the Megalopolis police agree with him or with Clayton.

Father Lonnigan wondered if it may be just a case of a lost soul that was attempting to find redemption in vengeance instead of forgiveness. He laughed at the looks Wendy and Sam gave him. “I am not saying that vengeance and retribution does not have a place in the world. It is that retribution is a means to achieve societal balance. It is a task to be done reluctantly and with a defined purpose.”

Wendy gave Father Lonnigan a thin smile while muttering she had other customers to serve as she left the table. Sam turned to look at the front door to see Detective Hill enter the Champions Sports Bar.

> PHANTOM’S GOAL(S) <

Phantom is/was hoping to convince Ebony Angel to stay out of his way and to stay away from The Champions Sports Bar ( Skill check maybe??? ). He also wants to head back to his secret hide-out and prepare ( changes weapons and equipment, refresh ammo, etc. ) for a stake out of The Champions Sports Bar tomorrow night.


> PHANTOM’S OOC RESPONSE <

Phantom is going to head to The Champions Sports Bar the next night and find a nice perch across the street from it on some dark and shadowy rooftop and wait for Detective Hill.

He’s going to change weapons – I’m sure grabbing a cop right out of a ‘cop bar’ filled with other cops is going to turn into a hot pile OMG in the blink of an eye – but he has no intentions of hurting the other cops in the bar. He’s going to use as much non-lethal force as possible.

Here’s his ‘weapons of choice’ list for his this insane hunting trip:


( 1x ) Mossberg 590A1 Combat Shotgun: +2 To Hit, shell type = Damage, shell type = Range, holds 9 shells ( eight shells in the magazine plus one chambered ). The Mossberg 590A1 is a pump-action shotgun designed exclusively for military use.

*NOTE: Phantom currently has this weapon loaded with Flexible Baton Rounds – see below.

( 2x ) FN Five-Seven Pistol: +3 to hit, 1d8 damage, Ax6 range, 20 rounds per magazine, capable of automatic fire. Phantom equips his with an under-barrel tactical flashlight.

( 4x ) ABC-M7A2 Tear-Gas Grenade: +2 to hit, no damage, weight = 1lb., 4” blast radius ( tear-gas cloud dissipates after 10 turns ). The grenade automatically affects everyone within its blast radius that is not prepared to encounter its effects ( i.e. already holding their breath or wearing a gas mask / self contained breathing apparatus ). Any character holding their breath before this grenade goes off or entering a preexisting tear-gas cloud receives a +4 to their initial Saving Throw roll. Wearing some form of gas mask or self contained breathing apparatus allows the character to remain immune to the weapons Special Effects while they are in the tear-gas cloud. While in the tear-gas cloud any character not prepared or protected as previous described must roll a Saving Throw on d20 vs. Endurance.

A failed Saving Throw means that the character falls to the ground and is incapacitated. The character can then make a Saving Throw on d20 vs. Endurance between turns to overcome this incapacitated state. Once they have made this Save, the character behaves as if they are Fatigued, is +2 to be hit and -2 to hit, and treats the tear-gas cloud as if it were Darkness Control.

If the character was successful with their initial Saving Throw roll then that character behaves as if they are Fatigued, is +2 to be hit and -2 to hit, and treats the tear-gas cloud as if it were Darkness Control.

Without medical assistance, the Special Effects of the tear-gas cloud generated by this grenade lasts from 30 – 60 minutes ( 1d4+2 x 10 minutes ).

( 1x ) Gerber Mark II Combat Knife: +2 to hit, HTH+1d3 damage, A” Range.

( 18x ) Flexible Baton Round: The Flexible Baton Round; also known by its more popular nickname ‘The Bean Bag Round’, consists of a small fabric ‘pillow’ filled with #9 lead shot. The round; which is designed to be non-penetrating, is intended to temporarily disable or stun a target without causing permanent physical injuries or killing them. Any character hit with one of these rounds must roll a Saving Throw on d20 vs. Endurance.

A failed Saving Throw means that the character falls to the ground and is incapacitated. The character can then make a Saving Throw on d20 vs. Endurance between turns to overcome this incapacitated state. Once they have made this Save, the character behaves as if they are Fatigued, and is +2 to be hit and -2 to hit. The character can then make a Saving Throw on d20 vs. Endurance between turns to overcome this Fatigued state.

If the character was successful with their initial Saving Throw roll then that character behaves as if Fatigued, and is +2 to be hit and -2 to hit. The character can make a Saving Throw on d20 vs. Endurance between turns to overcome this Fatigued state.

Aside from the Special Effects of the round as described above, this shotgun round only does 1d2 Damage and only has an effective Range of A/2".

*NOTE: Phantom currently has nine of these rounds loaded into his shotgun.

( 1x ) M50 Joint Service General Purpose Mask: The M50 is the most comfortable, compact, and light weight NBC ( nuclear, biological and chemical ) protective mask currently available. The M50 allows for a wide field of view with a single lens that spans the width of the face. This protective mask provides 24 hours continuous eye and respiratory protection in all NBC environments.

( 4x ) Extra Magazine: 20 round magazine for an FN Five-Seven Pistol.

My sincere apologies once again for the lateness of this response Tom – I seriously thought I had typed all of this out already for some reason. I’ll do my best to respond to each issue within a day or two of it coming out to avoid this mix-up in the future.

So you know – I added three Brand New items to Phantom’s weapon’s list – the Mossberg 590A1, the Flexible Baton Round and the ABC-M7A2 Tear-Gas Grenade – let me know what you think of them

Phantom: Angel of the Night - Issue 19

Location: Foundry near dawn


Rico moved quickly from Center City back to the Foundry. It was obviously that he wasn’t headed to where he lived. The rat hole Phantom had snatched him from. Suddenly Phantom lost sight of Rico, it was as if the darkness had swallowed him up. In the distance he could hear a sinister feminine voice. “Rico tell me want I want to know. Where is Buzzard and the Moonlighters hiding place?”

KRACK!

The sound of ribs breaking, Rico moaned in pain. “It took me all night to find you. It will be sun up soon. So I don’t have long to get the answers I want.”

BAM! THUD!

Another blow and the sound of a body hitting the ground, hard, were heard.  The darkness waded away. Standing over Rico was a woman in black costume with a white halo on her chest.

With no weapons drawn, Phantom casually stepped forth from his position of concealment. Slowly walking towards the mysterious ‘Lady in Black’, Phantom said in his normally ominous tone, “Nice job . . .”

The ‘Ashen Avatar of Vengeance’ then continued.”. . . he was already on his way to meet up with Buzzard and the Moonlighters . . . I’ve been tracking him for a while now . . . thanks.” As he looked down to see how badly injured Rico was; Phantom made her an offer, “Seems you and I may be after the same people . . . to avoid stepping on each other’s toes, maybe we should pool our resources . . .” His eyes then snapped back up and settled firmly upon the mysterious ‘Lady in Black’ once again,” . . . so what do you say? Partners?”

She looked at him for a moment, waiting to see what Phantom’s next move would be. “Partners? Maybe, Rico wasn’t going to lead you to the Moonlighters. He was heading toward Od’s territory. He might have found protection from Od for a price. The Moonlighters only protect their own. Rico is not a Moonlighter. I am definitely willing to have an exchange of information.”

Phantom responded in his normal throaty tone, “Good . . . I heard you mention to Rico that you needed to get off the streets before sun-up . . . so let’s go somewhere and talk.”

Street Patrol: Issue 18: Back On Patrol!

With no weapons drawn, Phantom casually stepped forth from his position of concealment. Slowly walking towards the mysterious ‘Lady in Black’, Phantom says in his normally ominous tone ( OOC: think Batman from the Dark Knight movies ),”Nice job . . .”

If She Doesn’t Attack Phantom:

The ‘Ashen Avatar of Vengeance’ then continues.”. . . he was already on his way to meet up with Buzzard and the Moonlighters . . . I’ve been tracking him for a while now . . . thanks.” As he looks down to see how badly injured Rico is; Phantom makes her an offer, “Seems you and I may be after the same people . . . to avoid stepping on each others toes, maybe we should pool our resources . . .” His eyes then snap back up and settle firmly upon the mysterious ‘Lady in Black’ once again,” . . . so what do you say? Partners?”

If She Agrees To A Team-Up:

Phantom responds in his normal throaty tone, “Good . . . I heard you mention to Rico that you needed to get off the streets before sun-up . . . so let’s go somewhere and talk.”

If She Does Attack Phantom:

As the ‘Ivory Gunman’ jumps for cover behind a nearby garbage dumpster, he quickly draws his holstered pistols with the speed of a trained killer and starts firing madly at his ebon opponent.

In case a fight does break out between Phantom and ‘The Lady in Black’, am I correct in assuming that drawing a weapon doesn’t require an Action? As he fires at her, he’ll try his best not to harm her too badly ( Reverse Accuracy Bonus? ) – he wants to follower her, not kill her. He’s hoping that a heavy barrage of gun fire ( accompanied by a few injuries ) will be enough to scare her off- again he wants to follow her, not kill her.

If they go back to ‘her place’, Phantom will share with her what he knows ( i.e. Trickshot, the Buzzard and the Moonlighters, etc. ) in hopes that she’ll share some of what she knows. Just in case something should get ‘weird’ between the two of them, Phantom will reaffirm that he’s there on business, not a date.

While in the alley area where ‘The Lady in Black’ jumped Rico, Phantom will keep his guard up – he knows Rico has friends and he has no desire to be ambushed by them ( i.e. Fortitude to keep from getting distracted by ‘The Lady in Black’ and Heightened Senses to keep from getting ambushed ).

Phantom: Back on Patrol - Issue 18

Location: Center City near midnight


Manta Lad landed near Starbolt, Emerald Dragon and Black Orchid, and looked at the other four meta-humans. Still not sure what to make of them, the teenage sidekick called out: "Yo! Fierce, scary dudes! Nice job and stuff. That was really... cool. Like, thanks! I'm Manta Lad... Manta Man chose the name," he added sullenly. "Anyway, we're looking for the Crusaders. We know the Crushers have them. I think we have a way to track the Crushers to their, like, secret lair or whatever." He cleared his throat to work up the nerve. "So. You wanna help us take the fight to those tools? Either way is cool. You know. Totally fine. Up to you."

Already walking away; Phantom stopped and turned to face Manta-Lad, in a gruff and throaty voice he responded, “No thanks kid . . . I left a friend of my waiting for me back there . . . I would hate to keep him waiting” Jumping over to the next roof top, Phantom started to make his way back to where he left Rico “Puerto Rico” Billings. He couldn’t help but think to himself, “Kids in tights, fly’n around the city pretending to be superheroes? I think the city morgue is gonna need an extra supply of body bags . . . that kid is as good as dead. Vaya con Dios kid . . .”

Finding Rico where he had left him. Phantom quietly walked over to him with his K-Bar drawn. As he gets within striking distance of him, he lashed out with his combat knife and cut the restraints off. As Rico took a second to figure out why Phantom didn’t just kill him, Phantom grabbed him by his throat and lifted him up to his feet and said, “I told you I was come’n back Rico . . . now tell me what you know.”

You want to find ‘Trickshot’ Alexander? Don’t worry about it. He wants to find you too.  He’s gonna kill the fool that burnt his Annie. Just keep hassle people and you’ll get your gunfight at the O.K corral.”

“Detective Trevor Hill is a ‘Moonlighter’. Forget about him. He’s one of Buzzard’s boys and Buzzard runs the Foundry Police districts. Crooked Badges get the small protection as straight ones. Megalopolis Blue protects their own. Me, I always ‘Back the Blue’ because in the Foundry there is always a Blue Moon. I don’t know where they operate from but Hill is assigned to district 7, the 007 says they fondly like to call it.”

Phantom leaned in close to Rico; so close that the lowly street punk could smell the vigilantes breath, and said in a guttural and unnervingly whispery voice, “Good boy Rico . . . you just saved your own life . . . now get out of here before I change my mind.” Not overly curious as to why he was still alive, Rico took off running. Unknown to Rico, he’s just become the bait for Phantom little ‘urban safari’. After giving him a small lead, Phantom started to follow Rico from the shadows. Silently moving through the shadowy streets like a lion stalking its prey; Phantom kept pace with Rico and hoped he’ll find what he’s looking for once they got to wherever it was that they’re going.

Rico moved quickly from Center City back to the Foundry. It was obviously that he wasn’t headed to where he lived. The rat hole Phantom had snatched him from. Suddenly Phantom lost sight of Rico, it was as if the darkness had swallowed him up. In the distance he could hear a sinister feminine voice. “Rico tell me want I want to know. Where is Buzzard and the Moonlighters hiding place?”

KRACK!

The sound of ribs breaking, Rico moaned in pain. “It took me all night to find you. It will be sun up soon. So I don’t have long to get the answers I want.”

BAM! THUD!

Another blow and the sound of a body hitting the ground, hard, were heard.  The darkness waded away. Standing over Rico was a woman in black costume with a white halo on her chest.

Phantom

My sincere apologies for my lack of IC and OOC responses as of late guys. Over the last several weeks my work and real-life responsibilities have really kept be busy – sleep has slowly become more valuable to me then money. I’m going to do my best to catch up on all my e-mails tonight.

Tom, I’ll have a more detailed response out tonight ( my apologies for the delay ), but to help you get things headed in the right direction on your end here’s a brief synapses as to what Phantom is going to do.

- He’s going to turn down Manta-Lads offer

- Make his way back to Rico Billings

- He’s going to continue on his original ‘mission’ he started that night – looking for info on the leader of the James Gang and any involvement he might have with the local police

Phantom quietly walks over to him with his K-Bar drawn. As he gets within striking distance of him, he lashes out with his combat knife and cuts the restraints off. If Rico decides not to tell Phantom what he wants to know . . .

Phantom leans in close to Rico; so close that the lowly street punk can smell the vigilantes breath, and says in a guttural and unnervingly whispery voice, “I told you that you better have something good to tell me when I got back Rico . . . now we’re going to have to do things the ‘easy way’.” Grabbing him by his neck, Phantom bends Rico backward over the short wall that lines the perimeter of the roof top. As Rico starts to struggle for his life, Phantom looks down at him and says in an ominous tone, “Can you fly Rico? Because if you can’t, and you don’t tell me what you know within the next few seconds . . . I’d advise you to learn quickly otherwise I think you may not survive a ten story landing.”

If Rico finally decides to tell Phantom what he knows – see the response above this one, but if he still insists on keeping his mouth shut . . . Phantom tosses him off the roof head first.

Regardless of how this ‘goes down’ – Phantom is hoping that some of the tenants in the nearby apartment building see and hear what’s happening on the roof top. He wants to get the message out to everyone in the city that he’s not tolerating street crime and that he’s not playing games.

If Rico has somehow managed to free himself . . .

Phantom: Unfettered - Issue 17


Location:Center City near midnight

A titanic battle was being raged between the forces for order and chaos. A new team of heroes were attempting to bring order to Center City which for months has not known any. The Crushers had rained chaos down on its inhabitants. They were struggling to keep their hold.

WHIZ! ZIP!

Shortstop ran in and out of the streets as he evaded attack. He decided to change targets. “We can’t let Manta Man escape. It would expose our whole plan.” Shortstop thought.

{Manta Lad pretended to be Manta Man last issue fooling everybody except his teammates – helpful GM}.

Shortstop ran away from the green reptilian flyer toward who he thought was the Leader of the Crusaders. “No fair coaching from the sidelines, time to take the field!” The diminutive Crusher yelled as he threw two spiked baseballs at Manta Man.

WHAM! WHAM!

Both baseballs struck the deceptive Manta Man in the chest twice. The attack penetrated the Aquatic Avenger’s lightning defense. {GM Note: The first baseball did 7 points damage; -5 PP and -2 HP. The second baseball did 8 points damage; -5 PP and -3 HP}.

“When you find a play that works, stick with it until you’re stopped” he said as he threw two more spiked baseballs at him.

WHAM! WHAM!

One of the balls struck the Manta Man but the other missed. It ricocheted off the wall and hit Hauntress {GM Note: Rolled a 20 on the second baseball. The Hauntress had turned solid last turn to perform her Death Touch attack}.

{GM Note: The baseball did 8 points damage; -4 PP and -4 HP}.

“Ouch! Shortstop you better not hit me again or it will be your doom!” Hauntress told her fellow Crusher. Her form wavered as she become non-corporeal.  She looked to the Starlight Sentinel who was out of reach of her death touch. She did not turn solid but this time her arms stretch out to touch him. She grew in size. Hauntress appeared to be about to engulf him inside her ghostly body. “Come embrace the darkness of your failure and your doom.”

Starbolt resisted the attack and soon the illusion disappeared revealing Hauntress where she was before unchanged.

"Starbolt, keep her pinned down, but don't let her get too close." The female Superhero waited for Starbolt's strike.
Starbolt replied "No problem (I hope). It looks like I have been elevated to number 1 on her hate list."

Looking around briefly with the respite Starbolt provided, she looked somewhat puzzled, "Are the new arrivals friendly or not?"

No one answered her. Starbolt stepped up his attack. Towards his adversary the stellar-powered sentinel directed his comment." Hautress, while I know you have said you don't like us. There is a look in your eyes that says hate, don't worry, let me put a smile on that face and some light into your day." Starbolt let loose a blast trying to take her out.

ZWALT!

His light bolt passed harmlessly through her body.

Manta Man fired an electrical bolt at the diminutive baseball villain.

SHAKOW!

The lightning strike hit the Shortstop.  He stumbled to his knees. Trying to stand up, he fell flat on his face. He was knocked unconscious.

{GM Note: Manta Lad did 7 points of damage to Shortstop’s hit points. There was a 7% chance of being knocked unconscious and a 3 was roll on 1d100!}

The Wraith cloaked in darkness directed a telekinetic bolt at Vibron, attempting to wear down his defenses.  "Time to put you back in the bedroom dresser drawer, Vibrator!"  He snarled.

The TK wave passed harmlessly through Vibron.

Vibron pointed his hand at the Phantom. “Ridiculous Rifleman, I would like you to meet the Foolish Fletcher.” Vibron closed his fist and the avenging arsenal felt his body squeeze tight by an unseen force. He felt himself lifted. Vibron threw him across the road toward the top on the building to where the mysterious bowman was fighting from. The bowman dodged the vigilante of violence. Phantom rolled on the roof top protected by his body armor.

Always the professional, Phantom seemingly unfettered by Vibron’s attack flipped his assault rifle back into ‘Safe’ and then discarded the jammed weapon. With the speed of a trained killer, He drew his two pistols, points them square at Vibron’s chest and let loose two rounds from each of them.
 
BLAM BLAM - BLAM BLAM!!!
The first round from each pistol stuck Vibron with their subsequent round missing. Vibron was hurt but was still standing.

Archer reloaded with 2 shafts, gleaming with sharpened titanium broadheads. He held his attack until after Phantom had opened up on the garish villain and used the distraction to try to hit Vibron’s legs.

THWIP! THWIP!

The first arrow passed harmlessly through Vibron’s leg. The second struck the leg.  Vibron stubbed as his leg collapsed on him. He reached out both hand to balance himself and to stay standing. The stress was too much for the wounded Crusher. Vibron passed out from the pain. He collapsed to the ground.

{GM Note: On the special attack to the leg it was a 2% change for every point of damage for the leg to be disabled. Archer did 5 points of damage to hit points. With a 10% of disabling the leg a 9 was rolled on 1d100.  There was a 5% chance of being KO from the damage and a 4 was rolled on 1d100!}

{GM Note: Player knowledge only. Phantom is too far away to hear this: Centurion whispered loud enough only for Midnight Bug to hear. "Hey, buddy. There are 200 g's in it for you if you help me get out of here. I would even put in a good word for you with Mocker if joining the Crushers if that is what you want."

Midnight Bug turned his head to look at Centurion but says nothing. At the exact same moment Manta Lad put his plan into action. He wirelessly released the hold he's got on Centurion! He instructed the armor to secretly transmit a signal to him on an uncommon frequency.

Sensing his armor was under his control again, Centurion did not move. He whispered, “Don’t know how you did it but thanks. I will wait for the right moment then break for it. Next week go to the Center City Hilton. Tell the person at the desk that your name is Ima Crusher. There will a letter for you. In it will be the codes to a swiss bank account with the money.”}

Black Orchid once against unleashed on the power of the vacuum on Hauntress for no effect.

Emerald Dragon was glad the irritating and obnoxious speedster had been stopped. Noting the effectiveness of one of the newcomers, the one with the bow across the way, Emerald Dragon gestured with the car he held, trying to get his attention and pointing at Hauntress. Continuing to hold the wrecked car as a shield Emerald Dragon flew in closer, and spit acid at Hauntress. Unfortunately the acid passed harmlessly through her non corporeal body.

{GM Note: Because Hauntress will have first initiative, we will move on to the next turn}

“Once again Mocker has placed his trust in fools!” She screamed in rage as she raised her hands to the sky. Her body erupted into a swarm of bats which flew at all the heroes on the field. While most figured out quickly the bats were more illusions the bats still block their vision. When the illusions were gone so were Hauntress and Centurion.

{GM Note: I will be on business travel Nov 7th to Nov 11th, so I will be slow in responding to email. We will be celebrating my son’s birthday that weekend and Nov 14th to 16th I will be a volunteer on his 5th grade trip to Sky Ranch Family Camp so I won’t be checking email at all then. That is why the due date is longer than normal.}

Street Patrol: Issue 16: Friend or Foe!

Tom, in this last issue you noted that Phantom took 2pts. of damage to his Hit Points -

- but wouldn’t that have come off of his Power Points instead? I ask that only because I have always been under the impression that attacks from characters using Vibratory Powers were always ‘physical / impact ‘ type attacks ( based on the description given for Force Fields ). If they are then wouldn’t the ‘Bullet-Proof’ nature of Phantom’s Body Armor come into play?

Bullet-Proof: Phantom can roll with twice as much damage as normal vs. firearms damage as well as other types of impact related attacks.

Also, could Phantom use his Heightened Senses to somehow reduce the penalty he gets to hit Vibron? Maybe learning from his mistakes and noticing where certain rounds seemed to hit and where others didn’t or something? I might be reaching a bit with that, but I figured I would ask any way.

Glad to see Phantom's having a little better luck than Archer is. The so called marksman is having the worst luck ever with this guy - ok actually the pigeon and Marlboro had the worst Luck but I digress.

Dude!!! Nice vest, some serious protection boyo.

Good luck with the senses. I tried a similar trick with Archer's Spatial Awareness ... and that was after spending movement to "tune in" to his vibratory powers. Maybe the Combat Sense will give you an edge.

I was hoping Wraith might be able to counter this guys TK but it's not like we're a team with combat tactics and organization.

Here we go again :)

OOC: (lol) Manta Lad would have to be pretty “lucky” to fool Archer’s special awareness into not noticing the differences between a grown man and a teenager. (On the other hand my boy just might be Jinxed) I see that even using a luck point Archer ended up having negligible effect on Vibron again. This keeps up the boy’s going to need a special helmet just to attend school. (lol)

Where’s the police cruiser? If its occupants are truly safe Archer just might bug out next turn.

The question comes down to Archer knowing how tall Manta Man is and how much he weights vs a muscular teen male.  Archer doesn't have knowledge of Manta Man's height or weight, so he could state that Manta Man is smaller than he guessed he would be but since he doesn't even know that Manta Lad exists, why would he guess that it is someone posing as Manta Man who has an identical Manta Man suit?

My point is Shortstop is a 3 foot tall man not a teenager so what basis would Archer use to say that Manta Man has to be 6'1"/ 220 lbs and it has to be a fake if the person claiming to be Manta Man is 5'5"/155 lbs because grown men aren't that size. Wouldn't there be at least one master at the Temple which would around 5'5"/155 lbs and still be a grown man?

The police cruiser is gone.  Archer could spend 1/2 his movement to the north and see with spacial awareness the police car is empty with surrounding police and patrol cars by it.
