Phantom: On Target - Issue 12

Location: Center City near midnight.

Phantom was positioned on the rooftop where he can see both accidents but hide himself from view. He reached for his binoculars.  This might at least provide a little entertainment while he waited for “sleeping beauty” to awake.

Through the binoculars he saw that the driver of the garbage truck was huge and covered in debris. He appeared to be strong and the trash in the truck was moving on its own.  The driver of the Ice Cream truck got out first.  He ran to the smashed in side of the patrol car. The driver removed a syringe from his coin dispenser (a fake one) and injected it into the neck of one of the policeman.  Phantom spotted that there are two 45s hidden behind his back with concealment holsters. The other policeman in the same car was Sergeant Carl Perkins. The driver pulled the other police officer out through the window.  The officer appeared to be sedated.

As the situation began to quickly unfold down on the street, Phantom turned to Rico “Puerto Rico” Billings and used a pair of disposable restraints to secure his ‘new friend’ to a nearby metal jutting up from the roofs surface. “Can’t have you runn’n around up here while I check this out, can we Rico?” he said to Billings as he gave him a quick slap crossed his face with the back side of his open hand.

Quickly returned his attention back to the commotion down on the street; crouched behind the low wall that runs along the edge of the rooftops perimeter, Phantom brought his AR-57 up to his shoulder. For now he content with just keeping an eye on the situation below through the rifle scope mounted on his weapon.

Phantom saw a man walk across the street toward the accident between the ice cream truck and the patrol car.  He was dressed in black including a heavy leather jacket and a mask.

"You there," he called to the driver of the ice cream truck, "Stand down."

The driver stopped and turned his attention to the masked stranger. “This is none of your business. These officers have volunteered to be organ donors. So unless you are here to help me load them in my truck, I would suggest you walk back the way you came.”

*thunk* ... *thunk*

Two arrows struck the Ice Cream Truck driver in the head. Wham! Wham!

The driver dropped with a thud to the ground.  He was incapacitated.

The human arsenal looked to the other rooftop.  There was a bowman in a hooded suit. It reminded him of an Asian fighting suit, maybe something a warrior monk would wear.  He wasn’t completely sure because he had time for just a glance and the figure was staying out of view.

The man in the mask dropped down behind the car making himself a harder target to hit.  The man in black opened the patrol car door and appeared to be checking on Sergeant Carl Perkins. Officer Perkins was conscious but shaken.

Phantom turned the rifle scope mounted on his weapon back toward the other accident. His finger rolled gently across the ‘fire selector switch’ and set the weapon on ‘semi-automatic’. Placing his finger over the trigger he mouthed a throaty threat that only he can hear toward the driver of the garbage truck, “Go ahead . . . gimme a reason to put one straight through the back of your head.”
The driver of the garbage truck opened his door and climbed down.  He walked to the side of his truck.  He extended both his hands to his sides at a 45 degree angle.  Phantom stared in shock as he saw a serpent rise from the truck! A serpent made of debris and refuse.

The trash laden Serpent rose up into the sky.  It was about 100 feet long. It moved and swayed.  It positioned itself toward one of the patrol car windows.

BLAM!

The AK-47 round struck the garbage man in the head. The man was unfazed. The round shattered against his skull.

CREAK!

The front bumper to patrol car came off.  It floated in the air briefly, and then spun toward the serpent.  It missed the bobbing and weaving head of the trash beast.

SMASH!

The serpent’s head smashed into the passenger window.  Oww! Phantom heard the woman officer scream in pain.

Within the garbage truck, Phantom heard a communications device sound. “Sam, this is Centurion. Dr. Morrow has created a force field within the patrol car.  We can’t get him out.  Collect your trash ASAP. We will need to bring the whole freakin car back to the Citadel in your truck.

Street Patrol: Issue 11: Terror and the Fear it Might Cause.

> PHANTOM’S GOAL(S) <

Definitely looking forward to joining the Crusher Crimewave storyline – sounds like a LOT of fun!

Phantom wants to stay out of sight for as long as possible. Taking a sniper position on top of that building, he’s going to just watch what is unfolding down on the street through his rifle scope. If a fight breaks out he going to try and take down the driver of the garbage truck.


> PHANTOM’S OOC RESPONSE <

Phantom is definitely going for the driver of the garbage truck. He’s still not sure what to make of everyone else down on the street, but since he can pick the driver out as a supervillain; a supervillain that just attacked a column of police cars, he going to go for him first.

Taking full advantage of his military sniper training, he would use an action to ‘set up the shot’ with his rifle. If . . . err . . . when . . . a fight finally breaks out, he fully intends to target the driver of the garbage truck and place a round dead-center in the back of his head.

If Phantom decides to fight, I will need to know what weapons he will have, because of his Weapons Cache power you can equip as you see fit.How’s this . . .


EQUIPMENT AND WEAPONS:

Phantom carries with him a wide assortment of equipment and weapons related paraphernalia. He stores these items in a variety of small pouches and pockets sewn into his costume, and in a tactical load bearing vest and equipment belt. Some of the more mundane items include two pair of hinged handcuffs, 10 disposable restraints, a tactical LED flashlight, a Leatherman utility tool, a Zippo lighter, 3 full magazines for his AR-57, 4 full magazines for his FN Five-Seven pistols ( see below ).

In addition to his equipment and tools, Phantom will be carrying with him a small cache of military weaponry.

(1) Ka-Bar Combat Knife: In his right outside knife sheath he carries a Marine Ka-Bar Combat Knife. +2 to hit, HTH+1d3 damage, A” range

(2) FN Five-Seven Pistol: +3 to hit, 1d8 damage, Ax6 range, 20 rounds per magazine, capable of automatic fire. This weapon is equipped with an under-barrel tactical flashlight.

(1) AR-57 Assault Rifle: +4 to hit, 1d10 damage, Ax10 range, 50 rounds per magazine, capable of automatic fire. The AR-57, also known as the AR Five-seven, is an upper receiver for the AR-15/M16 rifle lower receiver, firing 5.7x28mm rounds from standard 50 round, FN P90 magazines.

Phantom’s AR-57 is equipped with a high powered rifle scope [ +3 to hit ( in addition to the weapons normal bonus ), bonus only applies if Phantom spends one action ‘lining up the shot’ ] and an under-barrel M203 Grenade Launcher.

(1) M203 Grenade Launcher:
+3 to hit, grenade type = damage, Ax5 range, single shot weapon, not capable of automatic fire. The M203 is a single shot 40 mm grenade launcher designed to attach to the bottom rail of several different weapons.

(4) M406 High-Explosive Round: Often called the "H-E" round, this round is intended to produce kills and casualties on point and group targets, as well as destroying bunkers and doors. Although the round has a 2” Blast Radius like all other grenades, the round is designed to concentrate most of its damage within the area around the initial strike point. Anything caught within the 0” to 1” Blast Radius of this round will suffer 2d8-1 damage, 1d6-1 ( minimum of 1 ) if within the 1” to 2” Blast Radius.


NOTE:
The Five-Seven pistols, the P90, and the AR-57 all use the exact same 5.7x28mm round - the ammunition is completely interchangeable, the AR-57 and the P90 both use the exact same magazine.
